By the way, this should be tagged as an official GMAT question. It's CR #45 from the 11th edition OG.

(Can you imagine how many OGs I have owned, having taught this test since 2000? Okay, not as many as some might think. These annual updates are a relatively new trick.)

I marked Option B as I went on that train of thought.

The question is about insurance requirements. Insurance is fundamentally about monetary risks and financial exposure; there's no reason to think by default that people's reactive emotions or comfort levels are relevant.

So, B is irrelevant. Insurance policies, to put it simply, don't care about your feelings.
To make choice B relevant, the passage would have to give us some kind of affirmative indication that these types of emotional reactions could actually influence insurance policies. No such information is given, so there's no supportable reason to think B is relevant.
