This makes the problem worse, as engineers who do not know the original plan are in charge of taking care of the building itself.

Clearly D is the winner.
Tenants are not mentioned in the argument hence E & B can be eliminated.
Cost of material is not mentioned in the argument.Out of Scope Eliminate A
Engineers who are not responsible for the original construction of the building does not mean they will supervise it incorrectly or are incapable of doing the same.Eliminate C.
D explains the problem that building is already occupied and thus is the right choice.
