Correct me if i am wrong, but for these type of questions you are ideally looking for a option that could adversely impact the argument if it is wrong. So let's take a look at the options

B- irrelevant to the success of the plan
C- We are not concerned whether the manufacturer offers more discount or less discount the aim is whether he can attract the customer base.
D- We are not trying to earn profit yet , we just want to attract the customer base.
E- The other strategy could work but that is again irrelevant to the argument here
A- If the competitor offers a similar discount then this plan might not work, but if it does not offer the discount the strategy might work

Well you need to assess the chance of plan achieving its aim.. Any info that suggests plan may work or plan may not work will help you to assess the chance... Therefore, it's not necessarily a weaken type question...(as suggested by lollol and ramannanda)

Now if you go through answer choices (which are fairly straight forward for a 700 level question), you'd note that only option A has some bearing on the play's success or failure.. If true, it tells us that plan would fail..

Therefore A it is.
