Choice (D) is correct.
Why (C) is not right is because if you go through the question and put both the choices in front and then compare.
 The reasoning in the argument is not sound because it fails to establish that a well-paid police force cannot be effective without a good legal system 
effectiveness of the legal system is not something that is being talked about in the argument.It is just about what is leading to what ,between a good legal system and a well paid police officer.

C can not be correct because there is no discussion about  Effectiveness  of the police force.
