Simplify the argument

Glenn

Emphasis on law's procedural side --> concern with personal rights --> indifference to society's welfare --> Law’s primary role should be to create virtuous citizens

Glenn concludes that rather than an emphasis on law's procedural side the emphasis should be on creating virtuous citizens

By using the word "but", Sara is disagreeing with Glenn's conclusion. Here is her argument --

primary role = creating virtuous citizens --> govt gets to decide which modes of life are truly virtuous --> More dangerous than govt's being overprotective of individual rights --> such a role is not a good idea

let us take a look at other answer options --

Option A - Incorrect
We cannot make any inferences about "making good choices without government influence".

Option B - Incorrect
The argument is not about the relative importance of "virtuousness of citizens" over "protection of civil rights".

Option C - Incorrect
All we can infer is that Sara agrees with this. We do not know whether Glen agrees or disagrees with this. Probably he believes that there is some danger but not so much that it compromises his position.
