Though I chose A at first place, my two cents as follows:
The question asks about the point of disagreement. Now if you see option C & D, both options put forward only the individual take of Glenn and Sara. Though the true contention is about the role of law in citizens life.
Glenn says that law should not be overprotective and be designed in a way to make people virtuous.
Sara counters the argument of Glenn by saying that law deciding for the people what is virtuous is worse than the law being overprotective.
So the point of disagreement is about the role of law, not the virtuousness of people. So option A & B can be ruled out as both are based on the virtuousness of citizens.
