In fact, the argument says that in order to increase the food production centralisation in required, a statement which is no where close to the meaning of this option.
(B) Not every problem associated with the collapse of a centralised society would be prevented by technological improvements. -CORRECT. When centralisation of societies collapses, many people suffer. The author says that centralisation increases the disasters associated with collapse in the last statement. Also, overall meaning of the argument is to increase the food production in order to remove the problem of food shortage for the increasing population. Thus we can safely infer that technology, although, will help to solve a certain problem but will not help in resolving all the problems.
