can someone please explain why B is wrong?

Peraski and Jackson are not disagreeing over whether speaking out against gas-guzzling cars while driving a small car reveals hypocrisy. Both of them actually do agree that it's hypocritical. Rather, they are indirectly disagreeing over whether it is better to remain silent about pollution or to speak out about it, even if one is being hypocritical. Therefore, answer choice D, which summarizes this main point, is a better answer.

B is wrong because they are disagreeing on whether one should speak out against pollution, but not on whether speaking out against the use of gas guzzlers despite driving in situations in which one could use a bicycle reveals hypocrisy.

whether or not speaking out reveals hypocrisy is irrelevant to the argument.
