For thousands of years, smallpox epidemics ravaged populations, often killing half of those infected and leaving many of the others horribly scarred. Fortunately, massive immunization campaigns eradicated the disease in the late 20th century. So successful was this effort that the United States stopped vaccinating newborns around 1970. Since majority of productive members are born in middle of 20th century (1950's) and US stopped small pox vaccine in 1970,so productive members are vaccinated and they will not die incase of a small pox outbreak and US economy wont won't get devasted. Conclusion breaks.

Stem is talking about majority of people.
E. The medical facilities in which the smallpox virus is stored were designed to be impermeable by unauthorized personnel and are heavily guarded.
It doesn't matter where the virus is stored , the conclusion talks about a hypothetical situation where any accidental release of small pox will bring havoc in US

What happens if this question was written on 2020, then people born after 1970 would top ages of 50 year old and younger, those could be considered productive members of society.
