B: "students who cannot afford private tuitions."

How can I draw conclusion between these students mentioned in B and those students mentioned in paragraph "students from economically underprivileged backgrounds, who study free of charge". Set B is a subset of mentioned students, and not the same set.

I don't agree with the official answer. Can someone please help?
