Agreed. Anecdotal would mean personal, not factual. The counter argument is, however, based on a direction that has not been considered. Hence, a consideration seems to fit better than anecdotal.

That is exactly how B was designed - to make sure that test-takers focus on every word before choosing an answer, even when contextually two might fit.

Two reasons

1) the opposition leaders statement is not a fact. A fact is backed up with evidence. What the opposition has done here is inferred that unchecked inflation is a cause of high fuel prices and people will have to pay the price - a big assumption.

2) the ministers response is not a negation - in other words he’s not saying that the opposition minister is wrong.

What he is saying is yes, fuel prices are high but don’t forget that our government wants to reduce fossil fuel usage, so the high prices will help people switch to cleaner energy sources.

In other words, he has brought up a consideration that the opposition leader has conveniently ignored.
