(A) Incorrect - While the government encouraged cell phones, this doesn't explain why the actual physical cables didn't break. The question asks about the cables themselves, not how people communicated.

(C) Correct - If the cables that broke the first time were replaced with stronger, more modern versions, it makes sense that they would survive a subsequent earthquake. This provides a direct physical reason for the increased durability of the infrastructure.
