C is a clear answer from my point of view.
But,
As besically we need to find a premise (probable assumption or a strengthner ("because ______...", because is a premise indicator) to complete the passage--, eager to know why B cannot be a premise for the conclusion (" the programs did not succeed as expected")stated to be true?
Need help from someone.

Very good question with option B as a cheesy bait.
Purpose of the training: To provide greater skills, to the employees, necessary in order to move employees from one department to another.
When will it fail?: If it does not result in serving its purpose.
Which option mentions that it didn't serve it's purpose? : Option C
Therefore, Correct answer is C
