When solving similar reasoning question, we not only have to match the logic of the author but also follow the conidtion and result as stated in stimulus.
For example, A causes B . So if u do A you will have B.
Incorrect choice will be A causes B . if B is there A will happen.
Match this with choice E and choice A. OUT . The stimulus is not written in reverse order. Effect is written first and then, the cause is written. This is not similar reasoning.
D Usage of any business school is wrong. We cant imply that. OUT

I will highlight the parts from the prompt that we need to consider our answer.

So basically it says here that if a particular condition (subzero temperature) of an entity (cold winter months) happens, then the steps are ABC (Use starter fluid). But then the author generalizes that when the entity itself happens, then the steps are ABC.
So we need to find the reasoning with the flaw like above.
I hope this will help you deduce why A is not the correct answer
