C) Only choice C relates a difference between Ebbertsville and Newport City that could account for the increased patronage and visitor interest in the Liberty Gallery in Ebbertsville; though the population of Ebbertsville is significantly smaller, choice C suggests that a larger proportion of that population is interested in art and, thus, likely to frequent the gallery (even if Newport City were home to another art school, that school would necessarily be smaller than Vermilion, which is the largest). Hence, option C is correct.

D) Many local bus routes pass along the road that leads to the Liberty Gallery. Observe the keyword of the option, 'many, undefined number', is equivalent to some, i.e. 1 to 100. Hence, C does not resolve the paradox completely.

Hope this helps.

Please share explanation. Why not have D where local bus routes pass through the E town?
D can explain the first time visitors that would go first but if you notice in the statement , it says regular visitor. And since he population of the city is quite less as compared to old city but still visitors are high, there must be a reason for residents continued interest in gallery.
C is a more logical explanation to it.

Why A is not the right answer?

The option choice clearly states that the population appreciates art. Thought I get the answer correct by marking C but glad to know what went wrong with option choice A

Stress on the last few words of the argument 'has never served more regular visitors and patrons'

(A) Newport City residents pride themselves on their cosmopolitan culture and appreciation for art.
Firstly, this is only talking about Newport and has no mention of the other place. It doesn't help resolve the paradox.
Secondly, it tell you that Newport has an art rich culture. This option would've been right had the argument concluded that the new place had fewer visitors or had the option mentioned Ebbertsville instead of Newport.
So, this is just the opposite of what we want.

(B) The patronage and visitor pool of the Liberty Gallery was already on the rise in Newport city, prior to the move.
Again, this doesn't help as it talks about Newport and is the exact opposite of what we want to resolve.
"Prior to the move"is not what we are looking for. We are looking to resolve something that happened 'after the move'.

(C) Ebbertsville is home to Vermillion College, the country's largest and most prestigious school of art.
Art students = Live in town = Could be the regular visitors.
Very good option. Let's keep it and check the others.

(D) Many local bus routes pass along the road that leads to the Liberty Gallery.
This options says 'local bus routes' that means within the city. Even if you assume these routes to be intercity even then the option doesn't qualify because we are talking about regular visitors (refer to the last line in the argument). These people can't be regular. They are random people.
Local buses pass along the road doesn't mean that there is a bus stop near the gallery nor does it mean that people get down there and to go into the art gallery.
This option is definitely would've been the most popular incorrect answer choice.

(E) The Ebbertsville town legislature passed a resolution that would offer tax breaks to Liberty Gallery in exchange for the relocation of its site to Ebbertsville.
If you think this might help resolve the paradox then you are probably assuming a lot of things. For instance, you might be thinking, tax breaks = more money = more marketing/better paintings or products = more visitors.
Everything between tax breaks to more visitors is an assumption that you are making. It's a disaster to assume things on CR.

C is a clear winner.

Very helpful. Additionally, the bus route does not provide a logical link for the increase in visitor numbers at LE without indication that the bus passengers drop off to visit Liberty Gallery.

Option A only talks about Newport City, hence not taking into account the new town the gallery was moved to.
