Please let me know what is the reasoning behind the same.
The conclusion says prices will increase for coal or steel.
In option E, it says one will increase and other will not decrease.

I feel that's an easy question and a general question in GMAT where they'll say that 2 quantities A and B are sufficient as of now and quantity A and quantity B are related but either use of A or B will increase in future. So, the country will have to import either A or B or Both.
In such a scenario, generally there are people who use excess of A or excess of B wouldn't give up on their usage and this is the reason why the country will have to import either A or B or both.
Choice (E) aligns with this thinking.
