'half' is the key. 
 when gasoline-cars are replaced by ele-cars, total energy reduced is half, which means gasoline-cars burn more than half of the energy. That is to say, no other kind of cars burn more energy than gasoline-cars.

use math: gasoline-cars burn 70% of energy, ele-cars burn 20% of energy. When ele-cars replace gasoline-cars, 50% or half of energy will be cut. You can see, gasoline-cars are the biggest energy consumer. B is correct.
