Any truthful auto mechanic will tell you that your standard 5,000-mile checkup can detect only one-fifth of the problems that are likely to go wrong with your car. Therefore, such a checkup is virtually worthless and a waste of time and money.

I said B.
The argument is the following:
Each checkup detects 20% of the problems of a car.
Therefore, checkups are a waste.

A: Major weakener - -this is why you would have routine checkups. Even though the rates of finding an error are small, the rates of dying are decreased.
B: This does not weaken nor strengthen the argument.
C: This weakens the argument. Your car would go through necessary maintenance in order for the car to function properly. 
D: Weakens: finding problems is why you checkup your car
E: This weakens the argument since why go to extra lengths when the manufacturer hasn't found many errors in a car. No point in going.

would LEAST weaken --> Read it as STRENGTHEN THE CONCLUSION.

The conclusion tells "CHECK UP --> Wastes money no benefit.

(A) Those problems that the 5,000-mile checkup will turn up are the ten leading causes of major engine failure.

If the check up points to engine failures it goes against the conclusion that states is no benefit. a person would actually benefit having the checkup.

(B) For a new car, a 5,000-mile checkup is required to protect the owner’s warranty.

No so relevant. people get the check done because it keeps the warranty in place. DOES NOT add any additional value ( Keep B).

(C) During a 5,000-mile checkup, the mechanic also performs routine maintenance that is necessary to the proper functioning of the car.

So if the mechanic is adjusting the car to make it run fine then we have a benefit of having the check up done. totally NOT waste of money.

(D) During a 5,000-mile checkup of a vehicle, a mechanic can detect incipient problems that might later lead to major difficulties.

again if problems could be found then NOT waste of money.

(E) A manufacturer’s review of reports based on 5,000-mile checkups shows that the checkups found problems in less than of 1 percent of the cars checked.

The data shows only 1% benefit the checkup which means it is a waste of money. STRENGTHEN's the conclusion further.
