There are really two parts to the speaker’s claim. First, she maintains that the majority of Americans can get access to the medical care in this country; and, second, that the care they have access to is the best in the world. As for the second, good medical care is a function of many variables: number and location of facilities, availability of doctors, quality of education, etc.
(A) and (E) may both be consistent with the speaker’s claim. Even though we have fewer assistants (A) than some other country, we have more doctors, and that more than makes up for the fewer assistants. Or, perhaps, we have such good preventive medicine that people do not need to go into the hospital as frequently as the citizens of other nations, (E).
(B) is wrong for a similar reason. Although it suggests there is a country in which people have greater access to the available care, it does not come to grips with the second element of the speaker’s claim: that the care we get is the best.
(C), however, does meet both because it cites the existence of a country in which people are given (that is the first element) better (the second element) care.
(D) is not in opposition to the speaker’s claim since she has implicitly conceded that some people do not have access to the care.
The correct answer is (C).

IMO the answer to this question would be B. Since the speaker points that poor in US aren't able to access medical facilities, giving an example of a nation where such facilities are free and available to anyone would be the best possible objection to the argument.
