This can be solved with the help of venn-diagram trick (just one of the way).

Argument says there were 25 films out of 100 total films produced in 1992 which were based on novels of 1991 ( Not on the total books of 1991). Thus, there is possibility that some of the other 75 films were based on non-novel books of 1991.

To hold the conclusion "no more than one-quarter of them were based on books published in country Z in 1991." to be true- it is necessary that we assume the other 75 films to not to be based on any book from 1991.

Usually, the assumption is an information that is not the restatement of the premise statements. Is not the information in correct option, i.e. (B) None of the films released in country Z in 1992 were based on books other than novels be the restatement of the premise - Exactly 25 of the films released in country Z in 1992 were based on those novels.

Both indicates the same meaning that films released in country Z in 1992 were based on Novel only (as Exactly word indicates in premise).
Can anyone please shed some lights on above query.

Let's take a look at the information we have for books published in Z in 1991:
1. Total number of  books : 50,000
2. Number of  novels : 5,000

Remember that (2) is part of (1). Now let's take a look at the films released in Z in 1992:
3. Total number of films: 100
4. Number of films based on the  novels  in (2): 25

Conclusion: no more than 25% (25) of films released in Z in 1992 (100) were based on  books  published in country Z in 1991.

So the conclusion shifts from  novels  to  books . This is a bit of a problem, as the number 25 from (4) is about number of films based on  novels . What if all 75 of the remaining films were based on some of those 45,000 (50,000 − 5,000) books that are not novels? That would mean that we have 25 films based on novels (a type of book) and 75 films based on non-novel books. 100/100 is 100%, which is not "no more than 25%".

Option B tells us that the number of films released in Z in 1992 based on non-novel books is 0. This is great, as we can now say that the number of films based on  books  is 25 (number of films based on novels + number of films based on non-novel books = 25 + 0 = 25). This helps us conclude that no more than 25% of the films released in Z in 1992 were based on books published in Z in 1991.
