IMO, its C as Babies associate the voice of the primary caregiver with release from discomfort. In question stem, this primary caregiver happens to be the mother. Thus, whenever a baby hear mother's voice(Primary caregiver), there is a release in discomfort.
All other options show a relationship bw just mother's voice and baby's discomfort independent of mother being a primary caregiver.

The answer is (C) . Let us analyze the argument :

Pr1: Mothers primary caregiver for babies
Pr2: Whenever they hear the voice of their mothers, then they become quiet which does not happen for other voices.

Which sums up: that the voice of primary caregivers soothes the baby . This is aptly stated in Option (C)

I understand why C is the correct answer , looking closer to the argument there is still a nuance that for me will discredit the answer in a real Gmat scenario. The answer state : Babies associate the voice of the primary caregiver with release from discomfort. In the text we can see the keyword " temporarily" in this context : merely hearing the mother’s voice will lead to a temporary halt in crying, while the voices of others do not have this effect. therefore it will be easy for a corrector to claim that the temporary effect of the matter means that the pains is not release because its just temporary. It could be assumed many different assumptions of why the baby stop crying but nothing regarding a release of the confort since it's temporary. on the other hand , : Babies more easily learn to recognize the voices of their mothers than the voices of other people. Even if the learning is not the matter of the text. It is closer to assume that "in all cases" babies learn to recognize their mother voice because no other voice had this "temporary" effect. What are you thought in this opinion ?

- The option choice is not saying that the discomfort is gone permanently, it only talks about how the baby associates mother's voice with relief from discomfort.
- A introduces an unsupported claim about ease of learning, which is beyond the data.
