Argument is giving us hint in the last line

"But we can save those who haven't got infected yet and the only way to do that is to _____."

We have to find how we can save the people who are not infected.

(A) allow the doctors to know who deserves saving. --
Definitely Wrong because we want to save ALL uninfected people, not only those whom Doctors will choose-- OUT
(B) impose a stay-at-home order on the whole country.--
GOOD TRAP BECAUSE OPTION IS NOT SAYING WE CAN KEEP UNINFECTED ONES AT HOME AND INFECTED ONES SEPARATELY RATHER ITS SAYING,we will put everyone at home WHICH WILL INCLUDE BOTH the infected ones AND uninfected ones, in that way UNINFECTED ones will also catch the virus--- OUT
(C) keep them away from those already infected.--
YES , THIS IS WHAT WE ARE LOOKING FOR , THIS IS THE WAY TO SAVE UNINFECTED PEOPLE.

(D) provide the vaccine developers with a large database of infected infected people to experiment with.---
BUT WE DONT HAVE VACCINE OR MEDCINE YET , IT WILL NOT HELP IN THE SITUATION.-- OUT

(E) allow medical professional to know whom they should treat with mask on, so that the hospitals do not see doctors and nurses going on sick leave in the middle of a pandemic.--- BY DOING THIS WE CAN SAVE DOCTOR BUT NOT THE UNINFECTED PEOPLE -- OUT

President does not want testing as he feels it is futile to Diagnose an issue that has no cure, well as Journalist feels testing is important as we can do something about those who have not been infected yet...

We have to find an option that links testing to saving the uninfected.

(A) allow the doctors to know who deserves saving : Doctors can only help the infected NOT the uninfected.Hence this does not follow logically from the Journalist's speech.INCORRECT.

(B) impose a stay-at-home order on the whole country: Does not explain, why testing should be done to save the uninfected.Hence does not follow logically from the Journalist's speech.INCORRECT.

(C) keep them away from those already infected: Clearly explains how testing can save the uninfected.CORRECT.

(D) provide the vaccine developers with a large database of infected infected people to experiment with: Does not explain how one can save the uninfected.INCORRECT.

(E)allow medical professional to know whom they should treat with mask on, so that the hospitals do not see doctors and nurses going on sick leave in the middle of a pandemic: Does not link testing to saving the uninfected. INCORRECT.

I think the answer should be C

You can separate those who have the virus and those who do not and thus save those who are infected.

If testing is done,we will get to know who is infected and who is not.If that is known then we can advice uninfected ones to stay away from infected.This we can do to save the one who is not infected by testing.

This seems self made question. Many times it is advised by GMAT to deal with problems of either GMAT official guides or few renowned institutions such as MGMAT, Magoosh, egmat etc.

(A) allow the doctors to know who deserves saving. - this does not explain how the non-infected person can be saved.
(B) impose a stay-at-home order on the whole country. - this does not clarify whether anyone can be saved.
(C) keep them away from those already infected. - if you know who has been infected with coronavirus, you can take necessary precautions to stay away from infected people so that you can avoid contracting the virus. Avoiding the contraction of the virus is of prime importance because no vaccine exists that could grant us immunity from coronavirus. Therefore, it is important that we undertake testing to make sure that we can protect as many non-infected people as possible. Hence, (C) is the right answer choice.
(D) provide the vaccine developers with a large database of infected infected people to experiment with.
- the experimentation does not necessarily mean that the non-infected people will be saved.
(E) allow medical professional to know whom they should treat with mask on, so that the hospitals do not see doctors and nurses going on sick leave in the middle of a pandemic. - irrelevant.

testing lets the doctors decide which course to take for the treatment, and this does not specifically say that they are deciding whom to save and whom not to.
(B) impose a stay-at-home order on the whole country.
Where did stay-at-home come to picture..? out of scope
(C) keep them away from those already infected.
Testing would atleast let the medical staff know who is infected and who is not, thus thos infected can be quarantined/separated and the masses can be saved from infection.
(D) provide the vaccine developers with a large database of infected infected people to experiment with.

Good option,but we never talked about developing vaccine, the best we discussed was developing herd immunity .providing large database for vaccine developers is out of scope.
(E) allow medical professional to know whom they should treat with mask on, so that the hospitals do not see doctors and nurses going on sick leave in the middle of a pandemic.
again mask is not discussed.out of scope
