Diagnostic tests are conducted to determine which treatment should be used. When there is no treatment possible, it is useless to even diagnose.

(B) impose a stay-at-home order on the whole country. :: IRRELEVANT in the context of the passage
(C) keep them away from those already infected. :: Correct as if diagnosed, they can be asked to take measures to avoid contact with others who are not infected yet
(D) provide the vaccine developers with a large database of infected infected people to experiment with. : IRRELEVANT in the context of the passage
