Why is C incorrect? "Will some patients benefit" - Is this not stringent for CDC to base the decision on?

Is D correct only because it is the most stringent of the options among C and D?

If this is not true, then the plan is invalid as well as because no patients benefit from the tool therefore weakening the conclusion.

Hello Experts! Can you please explain why Choice C is incorrect? To my understanding, both Option C & Option D answer the same question: Yes, it was be known/identified by physicians as to which persons will benefit from this particular treatment.

Can't say. The test maker can give you better insights on what they had in mind.
To me, option (C) seemed better since I thought that it will be good to know whether some patients would still benefit even if that rare case occurs - say those patients in which it is already spread. Then the CDC plan makes sense.
Also, option (D) didn't make sense to me because I thought that the results of a future procedure can be predicted but it is not possible to determine them.
So guess I am not in a position to explain this question.
