If the doctor can select the patients in advance, it means that he can know in advance the effects of a surgical procedure

The new tool spreads the cancer for one in every 300 cases of uterine cancer. Still, its okay to use this new tool as long as the physicians stringently select the patients to whom such treatment is administered.
The goal of this ''stringent'' selection is to identify who is most likely to experience the spread of the cancer after using this new tool for surgery and therefore to avoid administering this treatment to such patients.
For this argument to hold, one would need to assume that it is possible to know who will get affected by this surgery before performing the surgery itself. if this is not possible, then the argument cannot hold. This school of thought is perfectly represented in (D).
(D)Whether the effects of a surgical procedure can be determined before the procedure is performed.
Hence, (D) is the right answer choice.
