IMO,
A (is correct): Because the argument assumes that since 'part' i.e taxpayer's money going to waste is true the 'whole part' i.e the bridge is a waste.
B: No general conclusion is drawn.
C: His character has not been attacked.
D: No evidence is given
E: No motives have been expressed
Correct Answer: A
