C is the clear winner here. Risk need not only be in terms of occurrence of an event, it can also be non-payment of damage dues by the insurance cos because they become insolvent? (if every policy holder lodges a claim and the claim is approved)

The payment risk is reduced only when the insurance cos sell the insurance to lots of people, therefore, decreasing the overall probability of disaster and their consequent payout.
