A can be eliminated by reasoning that with some users using the website in future, one cannot conclude that the losses can be mitigated or stopped.

Try negating it out
Atleast some users will not use the website in future

This does not do anything to the argument. Still to reduce further loss, company deciding to ban applications holds true.

So C is correct.

Try negating C
Changing algorithm will lead to desidlred results
Then why will company ban usage of applications? So changing algorithm will not do anything has to be true for the conclusion to hold true.
