Next sentence mentions that with the medical science progressing rapidly, the knowledge of doctors can become obsolete fast. And which needs an update on average at least 7 years. This means, the knowledge retention plummets rapidly beyond the 7 yr mark for most, or to be sure at least for a few.

The question demands what plans the hospital is equipped with to increase the 7yr threshold shell life of medical knowledge among average doctors.

This option explains the initial brain storming session to gain first hand insight on what the theory is actually speaking about. The problem is that the doctor's knowledge becomes obsolete quickly so it needs frequent updating. C directly ensures that doctors get any training they need - so best prepares for rapid obsolescence.
C is the answer!
