The aim is to draw "reading audience". Option A talks about readers unlike option C

Actually option C is vague and not A.
Option C says he browses anywhere not necessarily just books, could be an answer if A) didnt exist.

The given reason for adding the bookstore is to "draw reading audiences".
Option A provides a possible linkage to attracting travelers who may not have previously stopped at the mall for snacks or the other products mentioned by the critics. This directly meets the given objective for adding the bookstore.
Option C on the other hand talks about 'visitors'. This implies that they aren't a new audience but rather suggests an expansion of choices for people already visiting the mall for other purchases,
This was my reasoning. Apologies if I've missed or incorrectly interpreted it.

Is D not the correct option b/c management's aim is to bring in more "reading audience" and nowhere in the stem is it mentioned about making a "viable" business? B/c if this isn't the reason then what could be the reason to reject D?

Yes, D is not best mainly because it’s too generic and does not answer the critics’ specific objection.

The critics’ claim is: highway malls mainly get travelers who want quick practical items, so a bookstore won’t fit what those visitors want. To strengthen management, you need evidence that those highway visitors would actually want books.

D just says “a highway location is viable for businesses, including bookstores.” That does not show demand from Highway Mall’s customer mix, so it does not really address the objection.

For C, it helps a bit, but it is still indirect. “People might browse” does not specifically connect browsing to buying books. Travelers could browse other practical shops or just stretch their legs. So C weakly suggests time spent, but it does not show interest in a bookstore the way A does.
