this is a weakening question? to select a choice that directly contradicts C or the premise on which its based.
P1 lobbying activities less regulated result in more lobbying.
P2 contractors who lobby charge less cost for the project then who don't.
C if restrictions on limiting the lobbying eg. campaigning are removed ,the cost of the government projects would be lower.
A. some restrictions under questions are recently removed by the government--not related to conclusion OUT
B. government will not remove restrictions under question--same as A OUT
E. conclusion is related to the expenditure not service--OUT
D. keyword is SUCH AS in the argument, an example of one of the many restrictions discussed. however, if most of the contractors of this particular category will follow the same limits irrespective of the restrictions, not sure of its effect on the broader perspective of lobbying.OUT
C. wins by negation, as well this statement is in direct contradiction of the premise P2 on which the conclusion is based. BEST

Bunuel Checked this problem a couple days back and getting back to it, how is the answer C? Isnt it a direct contradiction of the premise itself? Is that allowed for weakeners?

Generally, government contractors who lobby to receive a particular project usually charge less for that project than those who do not lobby officials directly. The argument concludes that removing restrictions will lower overall spending because contractors who lobby usually charge less.
Choice C says that most contractors who lobby do NOT charge less. If that is true, then the main reason for thinking spending will go down is false.
So the argument is weakened.
