city council- offer tax breaks to major corp headquartered in city.
energy department- doing so will get more corp entering in city, resulting in more energy consumption and ultimately raising energy price.
city council counter- such tax breaks attract tech firm most and our modern conservation measures are most effective in reducing energy consumption of tech frim.

conclusion- city council's plan will not overcome the problem addressed by energy department.
city council is assuming that majority of tech firm will be attracted and because they have measurement to reduce that sectors energy, their plan will work.
We need to find the reason why their plan wont work despite the city having modern measurement that can reduce the energy consumption.

A but here they are offering tax break to the company entering into city. so this doesnt make any sense.
B but thats fine as long as they enter into city and city has measurement to control the consumption. reject.
C who cares about that.
D then its actually helps the plan. if there are less corporation then city can use their measurements to reduce the energy consumption of existed one and that will help them control the price more precisely. this somewhat strengthen it.
E as passage state the conservation are most effective for tech firm. so they will be able to reduce the energy consumption of those firms but what about the others. they will use more of energy and actually cover the whole savings. so technically no saving. perfect

Option E perfectly points to the fact that a certain portion of corporates would use a disproportionate amount of energy.

So, we have to find an answer choice that will say that even if tech firms, the most energy efficient firms, will be attracted the most, but somehow still the huge energy consumed by corporate headquarters will not be compensated for by the modern energy conservation used by the most tech firms.
And answer E says that
