Officials say, If tax breaks are offered, many tech companies will come to our country, build their headquarters here, and this would in turn increase the energy cost because they will consume large amount of electricity.
Council says, These tech companies already follow the most effective modern conservation methods for consuming electricity, therefore they wont consume much energy.
We need to find the ans which in turn weakens the council.

So, we have to find an answer choice that will say that even if tech firms, the most energy efficient firms, will be attracted the most, but somehow still the huge energy consumed by corporate headquarters will not be compensated for by the modern energy conservation used by the most tech firms.
