The boldface is pretty clear in this. The first one supports a point that evaluates the first line or the first one basically supports the eventual final conclusion that follows right after which is the second bold.
Option D portrays this exact situation.

The argument is constructed as below:
Premise 1: Last year = PEAK. This year -> outdo last year?
Premise 2: All bonuses are to both EXISTING and NEW employees.
Premise 3: This year - Bonuses are less generous than last year.
Premise 4: Fewer NEW employees -> Bonus of NEW employees < Bonus of EXISTING employees.
Conclusion: All bonuses THIS YEAR < LAST YEAR.

After listing down the structure, I quickly ignored the options mentioning the 1st boldface is NOT a premise supporting the main conclusion. Those are A, B, and C.

Then focus on the option stating the 2nd boldface is the main conclusion. That leaves us with D.
