BF 1 = a new patent is filed either for improvements in the existing car models or for the new car models that are being designed.
BF 2 = the number of new patents filed this year will not exceed last year’s record.

first is basically how the patent is being filed and second is conclusion.

A. The first is presented as an obvious truth that the argument is based on; the second is a conclusion drawn to support the argument’s main conclusion.
