since tiger poaching criminal offence- decline in population has slowed down.
conclusion= similar laws should be implemented to counter cheetah poaching is africa.

A) The cheetah poaching problem in South Africa is similar in nature to the tiger poaching problem in India.
this has to be assumption. if they think both problems are similar in nature then they made suggestion.

B) The reduction in economic benefits of animal poaching has not contributed to the reduction in tiger poaching in India.
this also rules out alternative cause for tiger poaching and its reduction. so this has to be assumed.

C) Tiger populations were accurately reported before and after the law was implemented in India.
if the populations were not reported accurately before and after then we cant be sure on law helped in slowing down the decline.

D) Poaching is the sole cause of the decline of the population of tigers as well as cheetahs.
if we negate this, the plan breaks down as it becomes clear that poaching was not the only cause for population decline. so keep.

E) Citizens of India and South Africa are similar in terms of abiding by the law.

if the population is different in both countries then plan wont work so this needs to be assumed.
