City X mentions relative ease of finding a job as reason to move over other cities in the state while having a unemployment rate of 4.7%. To weaken it we will have to falsify that city X does not have that ease of finding a job over other cities. This is provided by option B. When the statewide unemployment rate is 3.9 and city X is 4.7% so there must be some cities having unemployment rate less than city X and statewide average. So, in those cities it will be relatively easy to find job.

B that means other cities in state has much lower unemployment rate hence there the job hunting is easier than X. so this attacks the core reasoning here. keep.

D this talks about national unemployment rate so not much useful to weaken it.
E this talks about new job opening in other city. but that doesnt attack much as we dont know the population of that city and unemployment rate. so out.
