My approach to this question :

Multiply the numerator with 10, which gives

=> 230/24 = 115/12 = 9.58333..

This shows that the number 3 is repeating and hence the 23rd decimal.

You may divide the result with 10, yielding 0.983333.., which is the correct result for 23/24.

i would write 24-1/24 -> 1- 1/24 => 1- 0.04166666....7 so it will be 3 works even if u don't round up.
