assume the task to be completed be 90 units. 
1st hour task completed ->20 units
last hour task completed ->60 units
penultimate hour task completed-> 10 units
req. fraction =10/60 =1/6 ->D

Let x = work done in the second hour

\frac{2}{9}  + x +  \frac{2}{3}  = 1 , so
 
 2 + 9x + 6 = 9

9x = 1

x = \frac{1}{9}

Work completed in second hour is what fraction of work completed in the third hour, i.e.   \frac{2nd hr}{3rd hr}

= \frac{1}{9}  divided by  \frac{2}{3}

= ( \frac{1}{9} * \frac{3}{2})= \frac{3}{18}= \frac{1}{6}

=> 2nd = 1 - 2/9 - 2/3 = 1/9
2nd/3rd = (1/9) / (2/3) = 1/6

Work completed in third hour = 6 units
Remaining work was completed in the 2nd Hours = 9 - ( 6 + 2 ) => 1 unit..

Thus, in the third hour 1/9 part of the work was completed, answer will be (D)
