Exported autos is a known value and a basis of comparison. Start there.

1.  20% of exported autos broke down

From the pie chart and legend on the right: 
Total exported ITEMS = 100 million 
Total imported AUTOS   = 10% of that number
.10 * (100 M) = 10 million autos were exported from X

20% of   exported autos broke down . 
.20 * (10 million) = 2 million exported autos broke down

2. "  wice as many autos imported to Country X broke down as autos exported from Country X  . . ." 
Dense sentence.

Number of broken IMPORTED autos is twice the number of broken EXPORTED autos

Broken down autos EXPORTED from X, above, = 2 million
Broken down autos IMPORTED from X is twice that number: 
  (2 * 2 Million) = 4 million IMPORTED autos broke down

3.  What percent of the imported autos broke down ?

Total number of imported autos? 
Total imports = 200 million 
Autos   were 50% of total imports
  So (.50) (200 m) = 100 million autos were imported

From above, 4 million of those   imported autos broke down

Percent of   imported autos that broke down   = 
   \frac{4 m}{100 m} * 100 = .04 * 100    =    4%

Hence # of Exported Autos that broke down = 20% of 10 Mn = 2 Mn

Now # of Imported Autos that broke down is twice the # of exported autos that broke down = 4 Mn

% of Imported Autos that broke down = 4/100 = 4%

i have a confusion with the language of the question,

doesn't this mean that the number of imported autos that broke down were double the number of autos that were exported?

Please explain what i read or understood incorrectly ? by reading the framing of sentence.

Since 10% of the 100 million exported items were autos, 10 million autos were exported.

Since 20% of the exported autos broke down, 2 million exported autos broken down.

Since twice as many imported autos broke down as exported autos, 4 million imported autos broke down. Thus 4% of the imported autos broke down.

Since twice as many imported cars broke down as exported, we know that 4 mil broke down
