3.4 is what percent of 1,000? Wouldn't that be rewritten as

3.4 expressed as percent (per hundred ie /100) -> 3.4/100 which yields 0.034. Multiplied by 1000, this would yield 34.

Is the wording confusing or am I confused? If it said 3.4 percent is what percent of 1,000, then C would be correct: 3.4 percent is equal to 3.4/100, which is equal to 0.034. If this would again be expressed as percent, I would do 0.034/100. In order to answer the question, I would then multiply this by 1,000, which in turn would yield 0.34. However, the question does not ask for 3.4 percent is what percent of 1,000, it asks for 3.4 is what percent of 1,000...

3.4 = x/100 * 1000

x = 3.4/10
x = 0.34
