from given info we can say
mfg price *1.15*.9-mfg price =38.5
so
mfg price *(0.035)=38.5
mfg price = 1100
IMO D
or else plug in value from given answer options .. and test in the formula "mfg price *1.15*.9-mfg price =38.5"
we get D ; 1100

Overall percent change formula can be used.
[a+b+ (ab/100)]%= [ 15-10- (15*10/100)] will give overall change is 3.5%
From given info 3.5% of Mfr price= 38.5
This will give answer 1100
