I think to solve this one you just should need to know the decimal off all fractions from 1-10 (or even more)
In this case you could cancel out 2/7 immediately anyway but 1/7 is approximately 0.14 so 2 of those will lead to 0.28
2/3 = 0,66
7/9 = 0,77 (as 1/9 = 0,11)
7/12 = I personally don't know but it's smaller then 7/9
3/5 = 0,60

The easiest and the quickest way to find the largest or smallest fraction is to use this general rule that
a/b > c/d, if ad > bc
Using this and comparing A & B => AD (2*3) < BC (7*2) so A is less than B, so eliminate A
Applying the same logic, we can find that the answer is C
