Option C

Opening the modulus gives us -19 > A > 19

Which means that A < -19 (-20,-21....) and A > 19 (20, 21...)
The only value amongs the options which does not satisfy the above condition is 18

|x| means the distance of x from 0.

|A| >19 means the distance of A from 0 is greater than 19
hence, either A>19 or <-19
So, out of the given choices, A can not be 18 (C)

Answer is C
