Given:
In 120 litres of mixture of milk and water, water is only 25%.
The milkman sold 20 litres of this mixture and then he added 16.2 litres of pure milk and 3.8 litres of pure water in the remaining mixture.
Asked: What is the percentage of water in the final mixture?

In 120 litres
Milk = 90 litres
Water = 30 litres

In 20 litres sold
Milk = 15 litres
Water = 5 litres

In remaining 100 litres
Milk = 75 litres
Water = 25 litres
After adding 16.2 litres of pure milk and 3.8 litres of pure water
Milk = 91.2 litres
Water = 28.8 litres
Total = 120 litres
Percentage of water = 28.8/120 = 24%

IMO C
Less than 1/4, 25%, is clear enough, and with a little more work via 28.8/120 = 7.7/30=23.1/90 > 23/100, but what can be the strategy here for getting to that percentage faster?
