We can let B = the number of cars Bobby has and J = the number of cars Jackie has. We can create the equation:

B = J + 8

and
 
B - 2 = 2(J + 2)

Rewriting the first equation, we have J = B - 8. Substituting B - 8 for J in the second equation, we have:

B - 2 = 2(B - 8 + 2)

B - 2 = 2B - 12

10 = B

Alternate Solution:
 
If Bobby has eight more cars than Jackie, then Bobby has at least 8 cars; thus we eliminate A, B and C.

Between D and E, if Bobby had 8 cars, then after giving 2 cars to Jackie, Bobby would have 6 cars and Jackie would have 2 cars. 6 is not twice 2, thus we eliminate D and conclude that the correct answer is E.

Indeed, if Bobby had 10 cars, then Jackie has 2 cars and after Bobby gives 2 cars to Jackie, Bobby would have 8 cars while Jackie would have 4 cars. 8 is indeed twice 4.
