Assuming by saying If arc ABC in the circle above is 80°, we intend to say that central angle that the arc ABC makes is 80Degrees
x + y will be half of the central angle i.e 40 degrees
(B) is the answer

Arc AB = 2x angle
Arc BC = 2y
Now, Arc AB + Arc BC = 80 = 2(x+y) or, x+y = 40.
So, I think B.
