Would the gmat use such obscure terminology to try and throw someone off?

Do not worry about this question. Most probably GMAT would not use any language that causes ambiguity and confusion.

 First of all \(insert\) \(meme\) Get outta here.

Secondly, shouldn't it be \(off\) \(of\) instead of just \(off\) ln the question?

Given: Soe's income is 20% more than Joe's income, and Joe's income is 25% off Kim's income.
Asked: What percent off kim's income is Soe's income?

Soe = 1.2 Joe; Soe/Joe = 1.2
Joe = .75 Kim; Joe/Kim = .75

Soe/Kim = 1.2 *.75 = 6/5*3/4 = 18/20 = .9

Soe's income is 10% off Kim's income
