Let Sandwich = x
Let Soda = y

Statement 1 : X+Y = $3 (NO) A & D Eliminated (Obvious!!!!)
Statement 2 : 3x + 2y = $8 (B - eliminate)
Combine statement 1 and 2: x+y+3x+2y=$11
You do NOT need to solve for x or y - you already see with both statements combined you can answer.

ANSWER C! Now move along and use your time for another problem :)

At a refreshment stand, each can of soda sells for the same price and each sandwich sells for the same price. What is the total price for 2 sandwiches and 3 cans of soda at the stand?

2x + 3y = ?

(1) At the stand the total price for 1 sandwich and 1 can of soda if $3

x + y = 3

Tells us nothing fixed about x or y. insufficient

(2) At the stand the total price for 3 sandwiches and 2 cans of soda is $8

3x + 2y = 8

Tells us nothing fixed about x or y. insufficient

Cost of a sandwich = x
Cost of a soda = y
Here, we need to find 2x+3y ?

(1) At the stand the total price for 1 sandwich and 1 can of soda if $3
x + y =3

Statement 1 alone is insufficient as different combination of x and y is possible.

(2) At the stand the total price for 3 sandwiches and 2 cans of soda is $8
3x + 2 y = 8
Statement 2 alone is also insufficient as different combination of x and y is possible.

Combining St 1 and 2 , we have 2 linear equations and on solving, we will get a definite value for x and y.
3x + 2 y = 8
x + y =3

x =2 and y =1 . We can find a definite value for 2x +3y
