I think it is B.

I) x+y+a+b=90 so a=2b x+y+3b=90 insufficient

II) If a+b=45, then x+y= 45 sufficient

In the figure below, what is the value of x + y?

(1) a = 2b
(2) a + b = 45

The angles of a triangle sum to 180 degrees.
The figure above is a right triangle and the angles: \(a+b+x+y=180-90=90\)

(1) a = 2b. Replace \(a\) in the equation above, \(a+b+x+y=(2b)+b+x+y=3b+x+y = 90\), but since we don't know what \(b\) is, we cannot determine \(x+y\), insufficient.
(2) a + b = 45. Ok, since \(a+b+x+y=180-90=90\), then replacing \(a+b=45\) we get \((45)+x+y=90, x+y=45\), this is sufficient.

(B) is the answer.
