let the distance between the two places be \(d\) and average speed be v. we need the value \(\frac{d}{v}\)
Statement 1: if the average speed is \(v\), then we have \(\frac{d}{v}-\frac{d}{(v+12)}=3\)
we need to find \(\frac{d}{v}\), but there are two variable and one equation. Hence value cannot be found. Insufficient
Statement 2: if the original average speed is \(v\) then the new speed\(=1.5v\)
hence time taken \(\frac{d}{1.5v}=12 =>\frac{d}{v}=12*1.5\). Sufficient
