The low hit rate on this question is resulting from the fact that this question is flawed.

The question says that X and N are "two positive integers."

If they are "two positive integers" they have to be different. If they were the same number, they would not be two positive integers. You would have one integer twice.

While, possibly, one could somehow make the case that, with the wording "two positive integers," X and N could be the same, the truth is that, with the current wording, the case for saying that they must be different is too strong for the question to work.

So, the question has to be edited.

Try changing it to simply "If X and N are positive integers ..."

I bet that, with that wording, the percentage correct will increase substantially.
