1) The number of carrots is 8/15 the number of Brussel sprouts.
Fact 1 gives us a ratio between the number of carrots and the number of Brussel sprouts, but tells us nothing about the number of celery sticks.

2) The number of Brussel sprouts is three times the number of celery sticks.

With both Facts, we can TEST VALUES and look for a pattern...
IF....
carrots = 8, Brussel sprouts = 15, celery sticks = 5... then the answer to the question is 8:5.
carrots = 16, Brussel sprouts = 30, celery sticks = 10... then the answer to the question is 16:10 = 8:5.
carrots = 24, Brussel sprouts = 45, celery sticks = 15... then the answer to the question is 24:15 = 8:5.
The answer is always 8:5
