rt is -ve
so either of r is -ve or t is +ve or vice versa
no info about s as s power is odd and its sign value is imp to know whether  r^6*s^3*t^4  negative 
insufficient

so  r^6*s^3*t^4  negative can be possibly ; but also r=s=0 so insufficient
from 1 &2
we can surely say that  r^6*s^3*t^4  is negative
hence sufficient
